Many tour companies based in Vietnam have packages to Singapore quoted in Vietnam Dongs. The reason this tour is famous is Singapore is near Vietnam and the airfare is not too dear. Also many people think this country is very rich and clean and they have to see for themselves.
If the person wants to go on her own, research the air fare to grab good promotions. Otherwise just fly Singapore Airlines so she can land in the nice airport other than the budget terminal.
A noodle bowl in food court costs about 3 to 8 $S which is about 30,000 to 80,000 Dongs. Bottled water costs 1 to 3 $S. Ticket for each attraction in Sentosa Island is about 80,000 VND.
Forget about the bus. No bus attendant and only a not smiling driver is there. Local people have the card so when they go up, they just put it near the machine and the "beep" is heard. But you put your money in and get a ticket. Sounds easy but the big machine is very confusing and you stand there blocking the way for other passengers going up. Very frustrated experience. I thought in this modern country, the bus should be nice. But it is not. Crowded and many ugly poor smelly people. Just take the electric trains.
For hotel cost, take a look at asiarooms.com for a start and dig the hotel website to book directly. A normal hotel will be about 70 USD. Hotels in Singapore are not cheap.
Singapore is expensive compared with Thailand. Once is enough for me.
