when is the best time of year to travel to Vietnam, for cheapness and weather?

From the US to Ho Chi Minh, under 1000 dollars (am I dreaming?) and for the weather not really humid or rainy.

The best time for weather is probably Nov.-Mar. with Dec. and Jan. being the coolest, and less humid. The weather in the north is much cooler than the south during this time. Airfares will usually be lowest from the US from Oct.-May not including Christmas and Chinese New Year or Tet in Vietnam. I was in the south in late January and in the north in early May, and the weather was very pleasant both times, not too hot or humid. Have fun.
