Do US citizens still need to apply for travel visa after this signing?

I'm going to be traveling to Vietnam and wondered if I still needed to optain my travel visa, thanks..
This signing has nothing to do with the government, it's a venture thing for tourism and trade so yes you will still need the same visa's.
