The Congressional Budget Office, or CBO, said Sen. Ted Kennedy's health care proposal could cost $1 trillion over 10 years and 36 million Americans would still be uninsured.

why that would certainly help, and to those that blame bush for his budget isn't it congress that has to approve it so if congress didn't think it was good then they could have voted no
