Promoting Vietnam tourism for developing argricultral

The national promotion of agriculture and agriculutral extension programmes would be most effective measure to help develop farming and rural areas, a deputy Minister of Agriculture and Rural Development said at the ministry's meeting held in Binh Duong Province last Friday.

Speaking at the event to review and launch the Government's decrees on agricultural promotion, Bui Ba Bong said that effective policies in this area would also contribute to ensuring national order and security.


Since 1993, the national agriculture and aquaculture extension programme has increased the number of farming activities, with all cities and provinces now having programmes integrated into their governments and local budgets.


More than VND1.5 trillion (US$75.6 million) has been invested in the programme nationwide in the last five years.


In addition, more than 7,000 technology-transfer centres were set up during the last five-year period of the programme. These centres have trained 5,000 agriculture promoters and 1 million farmers.


Last year alone saw VND198 billion ($10.76 million) spent on agriculture encouragement activities in cultivation, breeding and fisheries.


The agriculture promotion models have resulted in high economic value, at least 10 per cent higher than normal agriculture measures.


To parallel the country's socioeconomic development, the Government last year issued Decree 02/CP on encouraging and creating opportunities for all individuals and organisations to participate in all agriculture promotion activities.


Under the decree, the agriculture extension programme will be implemented in accordance with the Government's other socio-economic programmes, such as projects on developing agriculture, farmers and rural areas.


The decree permitted the establishment of an Agriculture Extension Fund which has been attracting a wide variety of sources domestically and internationally, helping promote the activities of agricultural organisations.


Last year, the ministry approved an action plan to implement the national agriculture extension programme for the 2011-15 period.


Under the new plan, agriculture extension programmes will be chosen in a more competitive way via bids for contracts, which is expected to make implementation more effective.


During the conference, the National Agriculture Extension Centre asked the ministry and the Ministry of Finance to develop a measure to provide priority for financial assistance to disadvantaged areas to develop agriculture.


The centre asked that subsidies be given to poor areas to implement the programme.


During the meeting, many participants asked the ministry to propose to the Government a plan to improve management in localities so that agriculture extension programme officials would be encouraged to participate in central-level programmes.


"This lack of encouragement limits their access to having further professional training, which is one of the key tasks for implementing the agriculture extension programme in the 2011-13 period," said Deputy Minister Bong.


Participants also proposed that the National Agriculture Extension Centre be authorised to launch and organise all the professional skills training programmes nationwide
